As a Senior Project Engineer, Mr. Larios was responsible for a wide range of Public Works Projects from planning to design and construction supervision. Dennis has served as company representative to several major municipal clients, including: Town of Ulster, City of Kingston, Ulster County Community College, Ulster County Department of Public Works, Kingston City Schools Consolidated, Pine Hill Water District, Village of New Paltz, Village of Rhinebeck and the Town of Marlborough. Notable projects performed under his direct supervision include Dietz Memorial Stadium in Kingston, the upgrade of the Kingston Wastewater Treatment Facility, Marlboro Wastewater Treatment Facility, Wallkill Wastewater Treatment Facility, Ulster Water Treatment Facility and Wastewater Treatment Facility,

Mr. Zell, as a Principal of B&L has certified over 2,900 surveys; and since he began in 1972, has worked on over 6,000. Surveys have been completed for public, private, residential, municipal and corporate clients, varying in size from small city lots to multiple-parcel, 750+ acre land conveyances, subdivisions and lot-line revisions. 

With over 40 years’ experience, Mr. Zell has completed innumerable title surveys, construction surveys and stake out, topographic surveys, hydrographic surveys, land planning and subdivisions and ground control for aerial photography.

William "Bill" Pine
Bill Graduated from Cook College (A Division of Rutgers University) in 1980, with a B.S. Degree in Natural Resource Management. He joined Brinnier and Larios, P.C. in 1982 as a survey Rod Man. He worked in the Survey Dept. for 10 yrs, as a Rod Man, Instrument Man and finally as a Crew Chief. He then was asked to move to the Engineering Dept. as a CAD Draftsman. Bill currently heads the CAD Dept. and handles most of the in-house IT issues.

Mr. Larios has supervised major sanitary sewer projects in the City of Kingston specifically, including: infiltration and inflow studies, combined sewer overflow analyses, wastewater treatment facility upgrades, sanitary replacement and separation projects, pumping station upgrade projects, and new sewer collection system areas. 

Mr. Larios is a member of the American Water Resources Association, Water Environment Federation, NYSSPE and American Society of Civil Engineers.

Margaret "Peggy" 
Peggy joined our firm in 1979 and is our Engineering Department's administrative assistant.  Peggy prepares all our contract specifications/reports and is responsible for all the office work associated with our projects from their initial commencement until project closeout.  Email Peggy

Heidi joined B&L after 5 years experience in various aspects of the film industry. Bringing her organizational skills to our front desk, Heidi aids the survey department with job estimating, project preparation, planning board applications and drafting. Mr. Dumas is a New York State Licensed Professional Engineer. He joined Brinier and Larios, P.C. in 2006 and has been responsible for both public and private sector projects. Work has included: design of water treatment, supply and distribution systems; design of wastewater treatment and disposal systems including both on-site wastewater disposal systems and wastewater treatment plants; major realty subdivision designs; NYSDEC permitting; preparation of site plans; preparation of Chemical Bulk Storage, Spill Prevention Reports, preparation of Petroleum Bulk Storage, Spill Prevention, Control and Countermeasure Plans; design of public swimming pools; preparation of various Best Management Practice Plans, and preparation of various technical reports. Mr. Dumas has a strong expertise in NYS Department of Health and Department of Environmental Conservation requirements. He was previously employed as a Public Health Engineer with the Ulster County Department of Health from 1985 to 2006. During his tenure with the County Department of Health, he was also responsible for overseeing all Environmental Health Programs as the Director of Environmental Sanitation. Email Allan

A New York State Licensed Professional Engineer, Mr. Davidson was previously employed as a Public Health Engineer with the Ulster County Health Department from 1987 to 1993. He was chiefly responsible for overseeing all Public Water Systems in Ulster County. 

Mr. Davidson joined B&L in 1993 and has been responsible for both public and private-sector projects. Work has included: design of water treatment, supply and distribution systems; design of wastewater treatment and disposal systems including both on-site wastewater disposal systems and wastewater treatment plants, water distribution system modeling, stormwater drainage modeling, preparation of site plans, and preparation of various technical reports. Mr. Davidson has a strong expertise in New York State Department of Health and New York State Department of Environmental Conservation requirements.

In 1983, Mr. Ruth joined Brinnier and Larios, P.C.. During this time he was responsible for the preparation of design drawings and calculations while assisting with the execution of construction contracts involving municipal water, sewer systems and treatment facilities.  This also included preparation of site designs for private and commercial development, and contract execution for municipal projects which consisted of preparation of technical engineering reports, stormwater modeling and drainage system design, pumping system design, concrete and highway design.  He accepted a positon with the NYSCDEP in 1992 and was promoted to Sr. Project Manager in the Environmental Programs section.  Mr. Ruth rejoined B&L in 1995.  

As a NYS Licensed Professional Engineer, he is responsible for all aspects of engineering design, contract preparation, permitting and execution in numerous municipal, commercial and private capital construction projects. Mr. Ruth is currently in charge of design for all Village of New Paltz water, sewer infrastructure and public works projects.  Email Rich
Work has included the design of water distribution systems, sanitary sewers, storm drainage systems, highway construction, water supply planning, stormwater drainage modeling, preparation of site plans, groundwater remediation reports and various Phase I Environmental Site Assessments and general environmental studies. Previously, Mr. Mihm held a management and engineering position with a large international design firm. He has over 25 years of specialized environmental engineering and construction management knowledge in site remediation, hazardous waste management and design-build project delivery.  Email Joe

In 2013, Paul graduated with a BS in Civil Engineering from Michigan State University, where he was an active member in the Chi Epsilon National Civil Engineering Honor Society. Following MSU, Paul continued his education in a one-year Master of Engineering (MEng) program at Cornell University with a major in Water Resources & Environmental Systems Engineering. While at Cornell, Paul worked on the design team for Agua Clara, a program that designs and builds sustainable, gravity-powered water treatment plants in Honduras and India. 

Paul joined B&L after graduating in 2014. His work has included the preparation of construction plans and specifications for both municipal infrastructure projects and private site development projects, design of stormwater management practices and preparation of Stormwater Pollution Prevention Plans (SWPPP’s), computer modeling of public and private water distribution networks for master planning purposes, hydrologic modeling of watersheds for bridge replacement projects, and the design of wastewater treatment facilities. Paul also serves as a volunteer on the Board of Directors for the YMCA of Kingston & Ulster County.  Email Paul

A life-long resident of Kingston, NY, Bill enjoys hunting, fishing and photography. A talented wildlife and sports photographer, Bill is a member of the MaxPreps Photographers’ Network of professional high school sports photographers.
Before joining Brinnier & Larios, P.C., Mr Hoyt was employed as a Draftsman with Graphic Techniques, Inc., and spent 20 years as a Draftsman/CAD operator with Marpac Industries, Inc.. Now, Alan servers B&L as a CAD Operator with experience with AutoCad, Autodesk Land Desktop as well as PTC’s Pro-Engineer. Email Alan

Mr. Zell has supervised and coordinated all surveying and stake out work done by Brinnier and Larios, P.C. at the IBM Kingston Facility since 1983 and has also worked extensively on Central Hudson Gas & Electric Corporation projects since 1986 among many other corporate, municipal and residential projects like RUPCO, Scenic Hudson and others.

​A member of the Mid Hudson Land Surveying Association, Mr. Zell also belongs to the New York State Association of Professional Land Surveyors.

Lisa Flynn
Lisa joined B&L with over 20 years’ experience in office management, bookkeeping and accounting. She also runs a successful home-based, direct sales business and has worked for 4 years as an advocate for children’s mental health needs, about which she is still passionate. Kevin Harjes, E.I.T.
Mr. Harjes graduated with a Bachelor of Science Degree in Mechanical Engineering from SUNY New Paltz in 2020. During his college career he worked as an intern in various roles based in the Hudson Valley, including a senior position in mechanical product and process design.  

Mr. Harjes joined Brinnier & Larios after graduation. His responsibilities include drafting construction specifications and plans for both public and private infrastructure and site development, hydrological modeling, small water and sewer system design, Stormwater Pollution Prevention Plan design and inspections (SWPPP’s), and technical analysis, review, and coordination with manufacturers of mechanical systems. Mr. Harjes is currently pursuing his NYS Professional Engineer License. Email Kevin

Mr. Hoff joined Brinnier and Larios, P.C. in 2017. He has been mainly responsible for construction supervision and project oversight for numerous public sector projects. Projects have included water distribution systems, stormwater and road reconstruction, utility stakeout and surveying, wastewater treatment facilities, groundwater treatment buildings and associated piping plans. Mr. Hoff has over 47 years experience in surveying operations, construction layout and inspection, and overseeing groundwater remediation. 

Mr. Hoff graduated from SUNY Ulster with a degree in Business Administration and studied Advanced Surveying at SUNY Orange. He obtained his surveying license in 1983 and also has an OSHA 10 Hr. Construction Safety and Health Certification.
Mr. Vogt joined Brinnier and Larios, P.C. in 2015 and has been mainly responsible for construction supervision and project oversight for numerous public sector projects. Projects have included water 
distribution systems, slope stabilization projects and wastewater treatment facilities. Mr. Vogt has over 32 years’ experience in municipal water system operations and construction; including the operation of seven(7) Water Districts, three (3) Water Treatment Facilities, installation of mains, construction inspection, water main repairs, and system operations. 

Mr. Vogt has the following water operations licenses: NYS IIB, C, and D. Mr. Vogt also has an OSHA 10hr Construction Safety and Health and an OSHA 30 hr. Construction Safety and Health.

A native of Woodstock, NY, Peter enlisted in the U.S. Army and was assigned to the 7th Army in Germany, where he studied mapping and logistics for officer recovery and evacuation. Upon his return, Peter studied Civil Engineering at UCCC and began his surveying career with Gerald Brandt, PLS.  Moving to New England, he sailed as a commercial fisherman and as a student of marine biology, Peter researched sustainable fishing methods. He continued to survey and promoted aquaculture in Belize, where Mr. Cross also designed and operated an ecotour resort on his jungle property of an ancient Mayan ruin. As a licensed tour guide, he led excursions educating tourists about Mayan culture, medicine and civilization. Returning to the U.S., Peter joined Brinnier & Larios, PC as a surveyor in 2002, and later became certified as a Wetlands Delineator by the U.S. Army Corps of Engineers. And since 2008, Mr. Cross has been serving on the Woodstock Planning Board and is now Chairman. 
Walter ("Moose") Eckert is a Kingston native with deep family roots throughout Ulster County.  He is an avid fisherman, hunter and all-around outdoorsman.  Mr. Eckert started his career with Brinnier and Larios in the 1986 where he worked through the ranks, preparing property surveys, topographic surveys, subdivisions, bridge and construction stakeout and more.  Walter left B&L in 1994 to briefly run his own successful car service, however in 2007, returned to field and became Survey Crew Chief. You can't keep a "Moose" out of the woods for long! 

Walter is well versed in RTK GPS surveying and instrumentation as well as working with robotic instrumentation and Survey Pro. Walter also has an OSHA 10hr Construction Safety and Health certificate.
