Dennis M. Larios, P.E.
Engineering Principal, President

DENNIS M. LARIOS, P.E.

Bachelor of Science Degree - Civil and Environmental Engineering, Cornell University College, 1976

As a Senior Project Engineer, Mr. Larios was responsible for a wide range of Public Works Projects from planning to design and construction supervision. Dennis has served as company representative to several major municipal clients, including: Town of Ulster, City of Kingston, Ulster County Community College, Ulster County Department of Public Works, Kingston City Schools Consolidated, Pine Hill Water District, Village of New Paltz, Village of Rhinebeck and the Town of Marlborough. Notable projects performed under his direct supervision include Dietz Memorial Stadium in Kingston, the upgrade of the Kingston Wastewater Treatment Facility, Marlboro Wastewater Treatment Facility, Wallkill Wastewater Treatment Facility, Ulster Water Treatment Facility and Wastewater Treatment Facility, Rhinebeck Village Sewer System, Port Ewen Sewer System, New Paltz Reservoir Expansion and Upgrade, Albert Gruner Field, and Whittier Wastewater Treatment Facility.

Mr. Larios has supervised major sanitary sewer projects in the City of Kingston specifically, including: infiltration and inflow studies, combined sewer overflow analyses, wastewater treatment facility upgrades, sanitary replacement and separation projects, pumping station upgrade projects, and new sewer collection system areas. 

 

Mr. Larios is a member of the American Water Resources Association, Water Environment Federation, NYSSPE and American Society of Civil Engineers.

Dennis proudly joined the YMCA Board of Directors in 1979 where he chaired numerous committees, and was President of the YMCA Board of Directors in 1998-1999. He continues to serve the “Y” in various capacities.

 

He also served on the Board of Directors of The Kingston Hospital Foundation from 1984-1993, and on the Board of The Kingston Hospital from 1993-2001, serving as President in 2000-2001. He was honored by the Kingston Hospital with the  Lifetime Achievement Award in 2011.

 

Dennis further served on the Boards of The United Way, Ulster County Chamber of Commerce (Treasurer), and currently serves on the Board of Montrepose Cemetery Association (President and Treasurer). 

Christopher J. Zell, P.L.S.

CHRISTOPHER J. ZELL, P.L.S.

Bachelor of Science Degree – Math, State University of New York, New Paltz, 1972

Mr. Zell, as a Principal of B&L, has certified over 3,000 surveys; and since he began in 1972, has worked on over 6,000. Surveys have been completed for public, private, residential, municipal and corporate clients, varying in size from small city lots to multiple-parcel, 750+ acre land conveyances, subdivisions and lot-line revisions. 

 

With almost 50 years experience, Mr. Zell has completed innumerable title surveys, construction surveys and stake-out, topographic surveys, hydrographic surveys, land planning and subdivisions, and ground control for aerial photography. 

Mr. Zell has supervised and coordinated all surveying and stake-out work done by Brinnier and Larios, P.C. at the IBM Kingston Facility since 1983. He has also worked extensively on Central Hudson Gas & Electric Corporation projects since 1986, and has been overseeing the surveys of many hundreds of acres for Farm Hub in Hurley, NY. These on-going projects are just a few among many other corporate, municipal and residential projects like RUPCO, Scenic Hudson Land Trust Inc., and others.

​A member of the Mid-Hudson Land Surveying Association, Mr. Zell also belongs to the New York State Association of Professional Land Surveyors. 

Mr. Zell is also a proud member of the Hurley Lions Club and serves as a Board Member for Wiltwyck Cemetery.

JOHN D. DAVIDSON, B.S.C.E., P.E.

​Bachelor of Science Degree - Civil Engineering (Environmental Engineer Option) University of New Hampshire, College of Engineering and Physical Sciences, 1987.

A New York State Licensed Professional Engineer, John was previously employed as a Public Health Engineer with the Ulster County Health Department from 1987 to 1993. He was chiefly responsible for overseeing all Public Water Systems in Ulster County.

John joined B&L in 1993 and has been responsible for both public and private-sector projects. Work has included: design of water treatment, supply and distribution systems; design of wastewater treatment and disposal systems including both on-site wastewater disposal systems and wastewater treatment plants, water distribution system modeling, stormwater drainage modeling, preparation of site plans, and preparation of various technical reports. John has a strong expertise in New York State Department of Health and New York State Department of Environmental Conservation requirements.

ALLAN M. DUMAS III, P.E., M.B.A.

Masters Degree - Business Administration, Marist College, 1996

Allan is a New York State Licensed Professional Engineer. He joined Brinnier and Larios, P.C. in 2006 and has been responsible for both public and private sector projects including: design of water treatment, supply and distribution systems; design of wastewater treatment and disposal systems including both on-site wastewater disposal systems and wastewater treatment plants; major realty subdivision designs; NYSDEC permitting; preparation of site plans; preparation of Chemical Bulk Storage, Spill Prevention Reports, preparation of Petroleum Bulk Storage, Spill Prevention, Control and Countermeasure Plans; design of public swimming pools; preparation of various Best Management Practice Plans, and preparation of various technical reports.

Allan has a strong expertise in NYS Department of Health and NYS Department of Environmental Conservation requirements. He was previously employed as a Public Health Engineer with the Ulster County Department of Health from 1985 to 2006. During his tenure with the County Department of Health, he was also responsible for overseeing all Environmental Health Programs as the Director of Environmental Sanitation.

PAUL LARIOS, P.E., M.Eng

Masters in Environmental & Water Resources Systems Engineering, 2014

In 2013, Paul graduated with a BS in Civil Engineering from Michigan State University. Following MSU, Paul continued his education in a one-year Master of Engineering (MEng) program at Cornell University with a major in Water Resources & Environmental Systems Engineering. While at Cornell, Paul worked on the design team for Agua Clara, a program that designs and builds sustainable, gravity-powered water treatment plants in Honduras and India.

Paul joined the B&L team after completing graduate school. His work has included the preparation of construction plans and specifications for both municipal infrastructure projects and private site development projects, design of stormwater management practices and preparation of Stormwater Pollution Prevention Plans (SWPPP’s), computer modeling of water distribution networks, hydrologic modeling of watersheds, and the design of wastewater treatment facilities.

Paul also serves the community as a volunteer on the Board of Directors for the YMCA of Kingston & Ulster County, starting in January of 2020. In June 2021, Paul was elected as a Director of New York State Society of Professional Engineers (NYSSPE)-Capital District Chapter.

PROJECT ENGINEER

KEVIN DELANEY, E.I.T.

Employed with B&L since 2023 -
Bachelor of Science in Environmental Engineering from University of Buffalo in 2023

In 2023, Kevin graduated with a Bachelor of Science in Environmental Engineering from the University at Buffalo. While at college, he worked on a research team, whose goal was to determine how pathways in which plastics in cigarette buds enter waterways. Kevin also has a passion for sustainability and collaborated with Engineers for a Sustainable World's UB chapter on a wind turbine project. He received his E.I.T. upon graduation and is currently pursuing a P.E. License.

His responsibilities include design of water, sewer and drainage systems for local municipalities and new developments, computer modeling of water systems and watershed hydrology, design of stormwater collection and treatment, preparation of Stormwater Pollution Prevention Plans (SWPPP'S), review of SWPPP's on behalf of local municipalities, management and field inspections of construction projects, and development of construction plans and specifications.

MARTIN S. NOE, E.I.T.

Employed with B&L since 2025 -
Bachelor of Engineering from Clarkson University in 2025

In 2025 , Martin graduated with a Bachelor of Engineering from Clarkson University. At Clarkson, he led engineering initiatives as Composites Lead for the Formula SPEED Team, designing and manufacturing aerodynamic and structural parts, and co-led a rainwater harvesting project for the Institute for a Sustainable Environment, developing practical, sustainable solutions. He has also gained diverse experience through internships with Central Hudson Gas & Electric and the Clarkson Beacon Institute of Rivers and Estuaries, contributing to large-scale construction projects, ecological fieldwork, and STEM education programs.

Martin's professional responsibilities include design, modeling, and inspection of water, sewer, and commercial pool systems for municipal, commercial and residential projects. He prepares plans and specifications and performs computer modeling of water and wastewater systems to support efficient and reliable infrastructure.

SURVEY CREW CHIEF

Walter Eckert

Employed with B&L since 2007

Walter ("Moose") Eckert is a Kingston native with deep family roots throughout Ulster County. He is an avid fisherman, hunter and all-around outdoorsman. Walter started his career with Brinnier & Larios, P.C. in 1986 where he worked through the ranks, preparing property surveys, topographic surveys, subdivisions, bridge and construction stake-out and more. Walter left the firm in 1994 to briefly run his own successful car service, however in 2007, he returned to B&L and soon become a Survey Crew Chief. You can't keep a "Moose" out of the woods for long!

Walter is well versed in RTK GPS surveying and instrumentation as well as working with robotic instrumentation and Survey Pro. Walter also has an OSHA 10-hour Construction Safety and Health certificate.

Alan Hoyt

Before joining Brinnier & Larios, P.C., Alan was employed as a Draftsman with Graphic Techniques, Inc., and spent 20 years as a Draftsman/CAD operator with Marpac Industries, Inc.. Now, Alan serves B&L as a CAD Operator with experience with AutoCad Civil 3D, Raster Design, Autodesk Land Desktop as well as PTC’s Pro-Engineer.

Ryan Schroeder

Employed with B&L Since 2014

Ryan started at Brinnier & Larios, P.C. part-time while completing an Associates Degree in Mechanical Drafting. Ryan quickly became a full-time employee upon graduation and specialized in drafting for the Civil Engineering Department. Ryan works with a focus on site plans, vehicle tracking, grading and GIS-integration. His meticulous handy-work can be found on many of our contract plan sets.

Margaret "Peggy" Livermore

Employed with B&L Since 1979

Peggy joined our firm in 1979 and is our Engineering Department's administrative assistant. Peggy prepares all our contract specifications/reports and is responsible for all the office work associated with our projects from their initial commencement until project closeout.

Leslie Pearson

Leslie joined the firm in 2022 with over 38 years’ experience working for local delivery and service companies holding various administrative and management positions. She joins the Brinnier and Larios team as the Administrative Assistant to the Survey Department handling survey project administration and client communications. Leslie also manages our website updates.

Lisa Flynn

Lisa came to B&L with over 20 years experience in office management, bookkeeping and accounting. She also runs a successful home-based, direct sales business and has worked for 4 years as an advocate for children’s mental health needs, about which she is still passionate. At B&L she oversees the financial end of our business.

Paul Vogt

Employed with B&L Since 2015

Paul joined Brinnier and Larios, P.C. in 2015 and has been mainly responsible for construction supervision and project oversight for numerous public sector projects. Projects have included water distribution systems, slope stabilization projects and wastewater treatment facilities. Paul has over 32 years experience in municipal water system management, including: the operation of seven (7) Water Districts, three (3) Water Treatment Facilities, installation of mains, construction inspection, water main repairs, and system operations.

Paul has the following NYSDOH Water Operator licenses: NYS IIB, C, and D. Mr. Vogt also has OSHA 10-hour and OSHA 30-hour Construction Safety and Health Certifications.

Gary Hoff

Employed with B&L Since 2017

Gary joined Brinnier & Larios, P.C. in 2017. He has been mainly responsible for construction supervision and project oversight for numerous public sector projects. Projects have included water distribution systems, stormwater and road reconstruction, utility stake-out and surveying, wastewater treatment facilities, groundwater treatment buildings and associated piping plans. Gary has over 47 years experience in surveying operations, construction layout and inspection, and overseeing groundwater remediation.

Gary graduated from SUNY Ulster with a degree in Business Administration and studied Advanced Surveying at SUNY Orange. He obtained his Professional Surveying license in 1983, and also has an OSHA 10-hour Construction Safety and Health Certification.

Charles Livermore

Employed with B&L Since 2019

Charlie joined Brinnier & Larios, P.C. because he couldn't sit still! Charlie came to B&L after decades of experience in Property and Logistics Management at Freihofer's Baking Company. Charlie has always been very hands-on and meticulous in all his work. This attention to detail is paramount for construction site inspection.
